**The cost of verification exceeds the apparent risk.** Asking someone to prove their name is rude. Asking someone to document their claimed family heritage is insulting. The social cost of treating a well-dressed, articulate dinner guest as a potential fraud is higher, in these environments, than the apparent cost of extending him the benefit of the doubt. He made the calculation that social politeness would work in his favor, and he was right.

**Jurisdiction fragmentation.** His aliases crossed state lines and decades. The Christopher Chichester of San Marino was not obviously connected to the Christopher Crowe of Greenwich was not obviously connected to the Clark Rockefeller of Boston. Each persona existed in a different jurisdiction, in a different era, without the digital infrastructure that would, in later years, make cross-referencing easier. In the 1980s and early 1990s, there was no national system that would automatically flag the same fingerprints appearing on a California baronet’s driver’s license application and a Connecticut stockbroker’s licensing form.

**The gap between the civil and criminal systems.** Sandra Boss hired a private investigator who found essentially nothing on Clark Rockefeller before 1993. What the investigator could not access were criminal records from multiple states, immigration databases, fingerprint files from law enforcement jurisdictions across the country. The information existed to identify him — it just required a federal criminal investigation with law enforcement database access to assemble it. A private investigator working a divorce case is not that investigation.

**His own discipline.** He did not make the mistakes that most identity fraud cases eventually reveal. He did not try to defend a failing identity — he abandoned it. He did not return to places where he had operated under earlier names. He did not maintain connections that could be traced. He understood that each identity was disposable and treated it accordingly. The willingness to start over — to lose everything he had built and build again from scratch — was perhaps his most unusual characteristic and the one that most directly sustained the deception.
