## Investigation Costs: What the Hoax Required
Former Captain Pat Kropholler and Sheriff Michael Johnson both commented publicly on the resources expended in the Papini investigation. Johnson said the department faced “extreme pressure” during the initial search and investigation period.
CBS News and other outlets reported that the investigation cost taxpayers approximately $230,000 — funds that could have been directed to actual missing-persons cases. The FBI’s contribution of federal resources, the nearly twenty search warrants executed across multiple states including Michigan, the cell phone and financial records reviews, the DNA testing and the subsequent genetic genealogy work, and the years of active investigation prior to the March 2022 arrest all represent expenditures that the hoax made necessary.
The $309,902.22 restitution figure encompasses some of those costs — particularly those attributable to the FBI and the Shasta County Sheriff’s Office — but the full accounting of investigation expenses likely exceeds what a restitution order can capture.
The resource diversion has a qualitative dimension as well. Each investigative hour, search warrant, and DNA analysis spent on a fabricated crime is an hour not spent on real crimes, real missing persons, real victims. Shasta County is not a jurisdiction with unlimited investigative capacity. Multiple-year investments in a manufactured case represent opportunity costs that are real even if they cannot be precisely quantified.
