The Inspector General’s recommendations addressed both levels: strengthening specific regulatory requirements in areas where they were unclear, and establishing oversight mechanisms that would make non-compliance visible and consequential. The recommendations also addressed the specific information-sharing gaps—between federal and state parole systems, between parole and local law enforcement—that had allowed Garrido’s supervision to proceed without key facts being known to the supervising agents.

## The Advocate and the Survivor
In the years since 2009, Jaycee Dugard has occupied a distinctive position in the landscape of survivor advocacy: someone who speaks from direct experience of long-term captivity without seeking to universalize her experience or to claim that her path through recovery is the right path for others.
She has been careful, in her public statements, to acknowledge that her experience was her own and that what helped her may not help others. The JAYC Foundation’s programs reflect this orientation: they are designed to provide support that meets families where they are rather than prescribing a particular approach to recovery.
This stance is meaningful in a context where survivor advocacy is sometimes shaped by the expectation that survivors will speak with a particular kind of authority—the authority of someone who has definitively figured out what survival and recovery require. Dugard’s public presence does not trade on that kind of authority. She speaks about her experience specifically, acknowledges what she does not know, and does not position herself as someone who has universal answers.
Her work with the JAYC Foundation has connected her with other families—families whose experiences of abduction, sudden loss, and extended uncertainty are different from hers in their specifics but share some common features: the disruption of ordinary life, the uncertainty about outcomes, the challenge of rebuilding what was taken or lost. The foundation’s retreats are designed to address these common features without erasing the specific differences between cases.
